entirely incorrect. I need hardly say that the officials made no attempt whatever to obstruct the export of limestone and that the
proceedings taken against Lo P'u, late Commissioner of Industry,
had nothing whatever to do with the limestone case, as you will yourself see if you refer to the Government Gazette of this province of September 28 last.
I am surprised to learn from one of your despatches under reply that you adduce, as a reason for demanding compensa-
-tion, the fact that the Green Island Cement Company cannot obtain
a suitable supply of stone. I would remind you that you have al-
➡ways maintained that limestone was not an article on the export
of which any embargo could be placed and that the closing down of
the quarries was an infraction of treaty stipulations. Since the
prohibition of export has been removed, however, the matter has
ceased to be a question of treaty stipulation, and how can the
officials be expected to enquire what particular kind of stone is
regarded by the company as necessary for their purposes ? If all
the foreign merchants who come to Kuangtung to purchase local
products found that the particular class of goods which they
desired to buy did not exist, could it be said that their trade
was obstructed and that there were grounds for claims for compensa-
- tiont
With regard to your statement that the Fei Shu Yen
and Lao Ti Wan quarries are in the hands of the Government, I need not dwell on the well-known fact that permission to quarry can
only be obtained from the Goverment. The prohibition of the
export of limestone from the Fei Shu Yen quarry was imposed not
recently, but in the time of the Empire; and as regards the Lao Ti
Wan quarry, no prohibition of export therefrom has been imposed
since the removal of the prohibition last year. If the Green
Island Cement Company regard the stone from that quarry as suit-
-able, they have only to arrange with the contractors for the
purchase thereof.
In short, from the moment of the removal of the
prohibition of export of limestone, this case was closed. The
